Is 88 X 100 the pixel size you need? I use Microsoft Digital Image Pro. It has a nice feature under that SAVE option, is SAVE AS A WEB READY PICTURE. When you bring up this option, it will give you choices of 1/4 page (screen), 1/2 page, full page, or CUSTOM. In custom, you type in the horizontal pixel count, and it will resize your photo, and save it under the name "Web" in front of the filename. This will prevent accidental saving over the full size original. I have used this program to make small "atavars" for posting on message boards. It works well to downsize photos for posting in the photo gallery, too. Besides this, this program has about 90% of the features of Photoshop Elements 2.0, but is about 1000 times more intuitive to use. I think it costs about $60 now.
