http://www.albeysreptiles.com/incubate-eggs.htm

The above link describes exactly how to incubate eggs and the exact mixture to use.

I use for example. 1:0.8 or in simpler terms.

100grams of Perlite and 80grams of water.

Hope I've helped some.

No technical terms here, but heres how I mix my perlite.

First of all I empty the desired amount into a large tupperware container. I then spray the perlite with a mister and mix it by hand (you can also use a spoon, but I like to mix it with my hand so I can feel the dampness). I know its ready to use when I squeeze it in my hand and am able to make a ball out of it but at the same time it still falls apart a little bit. This is how I've done it and haven't had any problems at all. I actually learned that from another breeder here in Colorado. I then add about 3/4 inch to my incubating containers (ziplock sandwich containers). I then fill the bottom of my incubator with water and monitor that every day or two. I also keep an extra sandwich container filled with VERY VERY VERY wet perlite inside the incubator at all times as well. If I see anykind of indentation on the eggs at all I add a very little bit of water to the corner of the container they are in and this usually takes care of the problem. I never spray the eggs directly. Well hope this helps. And I hope I've explained myself clearly enough. Let me know if you get lost.
