Bell puts out some quality stuff. I'm sure you would receive a quality ghost from his line. In terms of it's value......in my opinion the greatest value regarding a ghost is not what it is as much as what you can do with what it is.
In other words.....it's a great morph cross for enhancing other mutations with the ghost features. Much like the Hypo super pastel Woods popped up recently. The hypo mojave from snake keeper is beautiful. Hypo Spider from nerd........and so on.
Not to say that the hypos aren't beautiful animals on their own. I believe a hypo in a breeders collection is a foundational must. It's like blocking and tackling....fundemental.

I don't know about the Bell line. I have a Graziani het that originated from NERD (I beleive).
Personally, hypos are one of my favorites. And their quality ranges from so so to HOLY CRAP!
Will they hold their value? I'm not sure. As more morph crosses are produced, prices just may go up on some animals. Or at least hold current values. Only time will tell.

Like Jay said only time will tell for sure but with all the crosses being done with them I would put my money the price holding. For that matter I have put my money on it I picked up an Orange from B.H.B, a Butterscotch from Bradford Cole, and a wild caught yellow from Oz.
Also if you look at the price on females, less than two years ago females were running the same price as males then in only a couple months time jumped to $2500 . If I'm not mistaken this is when the first couple cross morphs using ghosts were first hatched, and there are more to come I'm sure.
All of mine will be big enough to breed this coming season so I sure hope the value does't slip. If I wasn't pretty confident about it though I wouldn't have spent the money on all of them.

If someone had a pair of yellow ghost bell line to offer me for $400 shiped should I jump on it?
Are these ghost or het for ghost? Either way I would be skeptical with a $400 dollar price tag. I would expect to pay $700 on the very low end for 100% hets and $3000 on the low end for actual ghosts. If they are truly Bell line ghosts for $400 shipped I would jump at the chance, but as always buyer beware when a deal sounds too good to be true it usually is.
