Incubation question

I am breeding leos for the first time and using Albey's
method of incubation. As the hatch date is getting
closer, I checked on the perlite and noticed it seems
completely dry? Where did all the moisture go?
(container is sealed) Should I add more or let it be?

The perlite is supposed to feel dry or only slightly damp, but you should be able to see drops of moisture collecting on the bottom, sides, and lid of the container.
