pac-man substrate

i'm putting an undertank heater on a tank for a pacman frog, if he's gonna burrow how do i keep him from burrowing too deep and possibly burning himself on the heater? any advice would me much appreciated

How warm is the cage that you feel the need for a heat pad? Mid 70 F sould be fine for the frog as a routine temperature.

additional heat is needed, a low wattage bulb suspended above the cage or (if you must use a heat pad) a heat pad mounted on the side of the cage can help.
