I know snakes have varying growth rates but....

I'm worried about my little girl (Heteradon Nasicus). She goes through pinkies like a champ but she is small. She is about a year old and nine inches long. Is this normal? I don't have a gram scale so I couldn't tell you her weight. I just don't see how she could be mature next year.

That sounds small to me. How much are you feeding her and how often? Its probably time to step up to fuzzies. I had a girl that would eat lots of pinks and wasnt growing very fast. I have been feeding fuzzies for a while now and you can really tell the difference. Hope this helps.

My male w.hognose when I got him (a little younger than a yearling) was about 8-9 inches long, now that he has been eating on a regular (semi-regular) basis he is about 14 inches (and I've had him about 4-5 months).

He was on pink, but is now on fuzzies. Pinks don't have the calcium (bones) that fuzzies do and the longer you keep your hoggie on pinks, the longer she will stay small.
IMHO only

I recently stepped her up to pinkies twice a week but will now switch to fuzzies. Before I had piggy(snake I mentioned) I had little one who was her sister. She did not feed too great and was not very active. After consuming a rather large meal she died. I took her to the breeder who couldnt figure out why. The pinky made it to her stomach so she didnt choke on it. Piggy is her replacement and NEVER wanna lose her so I'm a little wary of feeding too large of prey. Thanx.
