peeling turtles

Hi folks,
I just adopted two res: one about 8 1/2 years, one very,very young. Too young, I believe. Anyway, I got them home and the big one began to shed her shell and skin immediately. That was about a week ago. Now I've noticed that the tiny one is also shedding her shell. I know that they do this periodically, but I also know that the previous owner did not treat their water and only fed them pellets. Could this be more than a common shedding? Every part of the shell seems to be coming off, plus the rest appears dry. And the skin part was awful!

i know peeling of the skin is due to feeding the turtle tooo much....im not sure if thats the case...cause im not sure if it would do that to the shell
