I have been fostering this snake for over 12 months and cannot positively identify it.
It looks a bit like a rat snake and a bit like a water snake, and is extremely aggressive and will only take feather.
if you can help please reply

It will only take feather? What does that mean? It will only take birds?
It also would help if you would post a clear digital (or scanned) color photo and tell us where the snake came from, or at least where you live. The internet is international and considering the fact that there are literally thousands of species of snakes in the world, your question is impossible to even begin to answer as asked.
More info is needed. What color is it? How big is it? Where was it bought/caught? What does only take feather mean? Can you get a picture? If it's all black but 'not a rat snake' I would assume it's a black racer.
Those are MEAN snakes. They have very bad temperment and an adult can be extremely hard to handle. I caught a full grown adult black racer who was atleast 5 1/2 feet long cause he was only a half a foot shorter then I was. This guy was very aggressive. I caught him while ready to mow my lawn and when I got closer he puffed his neck and charged me. Me knowing full well he was bluffing stood my ground and he tried to flee without biting me. I grabbed him by the tail and he went nuts, musking, trying to bite me,frailing around like a mad man! Of course lots of WC snakes will do this but I have found racers to be one of the more aggressive snakes in North America(That I have witnessed up close anyway).
I took the guy and put him back in the woods. This guy didn't bite me cause I was careful not to let him bite me cause he was a very large racer. Racers can inflict a nasty bite, even the smaller sub adults will hang on and chew away at your fingers or hand!
