How many eastern painted turtles will fit in a 75 gallon tank?
I am going to have the tank completely full of water and make an over-tank basking area.

The rule of thumb is 10 gals of water per inch of turtle. So it depends on how big your turtles are full grown. Since they get to be about 5-7 inches you might only be able to fit one in. but if they are smaller you could probably get away with two if you have a good filtration system. I still would stick with just one though.
