Hi lullerby,
You need to contact the U.S.D.I. and request a Federal Fish and Wildlife permit. I'm not sure of the website I called and they mailed it to me. I beleive you can download it now. It is not easy to obtain but don't give up. I had a sponsor which helps. You'll have to fill out an application and provide as much information about yourself and facilities as possible including many pictures. You'll also need a good reason for the permit. Again a sponsor can help you with this. The process can take a couple months but if you have the desire and are willing to work thru the application process you can obtain a permit.
