Heat mat on top of cage, easy newbie question

OK, this is probably obvious to everyone else and I'm gonna get laughed at, but I've never used a heat mat. I am wondering if I put a Cobra 100F heat mat 11x17 on the top of a 20 gallon long aquarium with a screen top if it is going to throw heat down enough to heat up the substrate. Tank is 12x12x30.

It goes underneath the tank and the heat radiates up.

That pad is a little large for that tank.

You can use it but you absolutely need a dimmer or a thermostat to control the heat.

Desert Rays Heat pannel from bigappleherp.com THat's what I use. They radiate heat down or out from the side. They work very well. Also, the digital proportional thermostat keeps it perfect.

So how big a pad for a 12x12x30 tank? is the 11x11 going to work on the side or top? Someone told me don't put it on the bottom.
