Tortoise/Turtle Law in Tennessee?

I understand it's illegal to keep turtles and tortoises in captivity in TN, native or exotic. Is this true? Or is it simply illegal to SELL them within the state?

Was wondering if you ever came up with an answer to this question. I've tried basic research but without an anwer. I think states such as NC have rules against selling but not owning. Let me know what you've found.
