He might.
As long as the log is thick enough and sturdy enough. Boas can and do climb; even the larger ones. I applaud you for giving your boa a cage higher than 12 inches!
If you put a heat source over one part of the log he might go up there for extra warmth.

Of the boas I own (5 adults, 3 juveniles, and 12 neonates), only ocassionally will one of the younger snakes hang out on the branches but most of the younger snakes will climb and explore them. By the time my snakes are grown, I've found that they hardly bother with climbing across any branches, much less sit in them. But I do have a couple that liked some shelves I'd once placed in the enclosures. As for the rest of my snakes, only my carpet pythons seem to particularly like their perches and will hang out on them. For the rest, it's a neat piece of cage furniture for them to crawl on but not something they use as a perch.

Eventually a large log will be required, if you're not into the shelf. Not sure if the "hang out" thing is a really a pun though?
