I'm assuming you have your turtle inside with no access to dirt? That is a problem for females kept indoors. If you can't rig up a pen outside for her to lay eggs naturally in, you have to let her have access to a roomy container with about 6" of moist (not wet) potting soil. Hopefully she will finish laying in that if she needs to. They can lay up to 8 eggs.

She is in a huge 110 gallon water trough for a farm made of some synthetic plastic stuff. The substrate is about 4-6 invhes of eco-earth. She can completely bury herself in it. Should she go to the vet to get a shot of oxytocin (?)
You might want to give her more time. Is she already off feed? If she is eating and continues to eat, you probably don't have to worry. Turtles can go off feed prior to egg laying. I would think if she resumes eating or continues to eat good she's OK. If your vet is pretty knowledgable about turtles he should be able to advise you. I don't know if a vet would give an Oxytocin shot without x-raying first to see if eggs were there. Is she moving her legs like to dig a hole and then nothing happening? You can watch for all these things.

Two may be all she had to lay...One of my girls only produced three in each clutch this year (and she's a big girl). Keep in mind that 4-5 eggs is the AVERAGE, but not every turtle will lay that many.
By making sure that she has a good spot to nest, you shouldn't have to second guess about the egg count, because she'll dig a proper nest and deposit all her eggs in one session.
Did she dig a nest for the two, or is she just depositing them here and there?
Do not assume that she needs oxytocin because of a low egg count.
