If he's brand new, you need to give him a week or so to acclimate to his new enclosure before you try handling on a regular basis. Once he is comfortable in his new surroundings try to handle him for a few minutes each day in a controlled environment, and just work with him. Don't ever hold him forcefully, let him hold on to you, and if he scrambles calmly pick him up again. Do this for no more than 15 minutes at a time so he doesn't get too stressed.

It sounds like he isn't used to being held, do you know if he was hand raised or did you get him from a pet store? If he isn't used to being held on a regular basis it may take some time. Good luck.

If he is young it is normal, just conitinuing handling him as the above post suggests, but they usually calm down with age.
