As mice mature, males attack each other. They primarily target the other males genitals, tail, and rump area. (I have seen many male mice with bloody rumps/testicles---even missing testicles!--ouch!) These attacks are an attempt to remove the weaker males genes from the next generation--by preventing them from reproducing with available females. In the wild, they weaker males would probably just run away, but in cages, they are trapped, so the attacks continue. Males that have been attacked by more dominant males become very defensive when you approach them, or touch their tail/rump area, because they are expecting another attack/bite.

Apparently, the male you bought came out of a cage that contained other males that were beating up on him. He should settle down when he realizes that no other males are present to attack him (and once this conditioned response to these attacks wanes).
