Look under logs, rocks and debris. I have found garters at the line where the river's floodplain stops, and from there down to the water line.
You can also "seed" the area with boards, pieces of plywood, or pieces of metal, and then leave them there to age, and last year, I got a gravid female under a cage tray that I had placed under a tree. The tray had been there three years and twice a year, I lifted it to loosen it and keep it from adhering to the ground. Mice and a shrew had used it at times, and the shrew left tunnels. I found this girl in the shrew nest... who knows, maybe she had eaten some baby shrews?
She gave me 20 offspring, and then I turned her loose again. I have since "culled" the 20 down to five. 
Found 3 yesterday when I was cleaning up my firewood pile on my back porch here in the Washington DC suburbs. The wood pile has been there for about a year. I'm not sure what kind they were, but one was very docile when I picked it up.
