What kind of tort could this be?

Our local herp society has taken in another tortoise in it's rescue program.
It was described as a desert tortoise. It is 16 years old and has some characteristics of a sulcatta.
It has the spurs on it's thighs and large gular projections. The previous owners hibernated it each winter!
It is quite dark in colour, small for a 16yr old sulcatta. I would say that exept for a few characteristics this doesn't look like a sulcatta.

My question is: Is this a sulcatta that is abnormally coloured, shaped (domed in the back rather than slightly cranial of center), and smaller than usual because of poor care?

What other tortoises have spurs on their thighs and large cranial plastron scutes? Can you post pic's?
I am aware of Testudo sp. and it doesn't look like that, however I'm only going off of one pic in one book.
