That's a tough question to answer. You can offer him a soak when he needs it. When I first got my first two uros, I soaked them once every week or two weeks, and they both drank in about half of the baths. After they started eating well, I stopped soaking them, and they're well hydrated just from their food intake.
Shedding can last a long time. Soaking can help with that, too, but don't pull off any skin - it will come off in its own time.
Since you just got Spartacus, I would keep soaking to not more than once a week, if you do it at all. Any handling is stressful, and it would be good to give him a couple weeks to settle in and get eating well first.
