Little bugs in Cypress Mulch

Ok, question. Upon opening a new bag of Cypress Mulch and upon inspection of previous bag (bought 2 different locations) there appears to be little white bugs? They crawl don't fly and seem to be attracted to moisture, my guess? Any clue what they are and how to get rid of them? Is this common, don't want to exposure our young red foot to parasites but seems like they may be hard to prevent if purchasing them in this bark. As well the reptile breeder did tell me these are seen in other bark chips as well??? I rather like the cypress and New Zealand Moss for a substrate due to moisture retention, any suggestions?

I've found these bugs in just about any moist organic material.
You can change out the substrate or live with it. One other thing I've done is let the substrate dry out periodicly. The bugs don't seem to harm the animal though.
