Hey Bill,
I will answer this to the best of my knowledge based primarily off what I have learned from reading as I only just got my geckos this afternoon. My terrarium however has been up and running for about 1.5 weeks
If you run an under tnak heater your surface temp will always be hotter than the air within the tank. In order to bring up the air temp you would need some sort of heat lamp.
This being said, due to the nocturnal nature of the Leos the surface temp is more important in the long run than the air temp. The surface temp aids the digestion of food and helps them stay healthy.
Personally I use a laser thermometer to make sure the hottest spot on my tank does not exceed around 90 degrees. My air temps hold pretty steady for now around 80 or so. Hope this helps a bit.
