No, they specify "venomous reptiles". There may be other regulations/laws regarding venomous inverts, but I'm not aware of any. Some non-native inverts (especially roaches) are strictly controlled to prevent infestations, but that's a whole differt problem, and I don't THINK it affects any scorpions or tarantulas.
