gooey stuff under turtle dock

I recently found this gooey film like substand under my turtles' dock. It's shaped almost like a bubble attached to the bottom of the dock, and feels a bit like sticky skin. Any ideas as to what this is? Is it harmful to my little guys?

If I had to guess I'd say it is the paint getting ready to peel. A lot of people have posted about their turtle dock's paint peeling off of the bottom. Mine did too, I just scrubbed off the loose paint. I don't think it is harmful.

Both of my turtle docks did this. It is just the paint/adhesive. Scrub it off and you should be fine.
