Everybody is going to have different answers to this I think.

Panther
-which is the most agressive
Veiled
-most colorful
Panther
-cage size for both
Caging is the same
-breeding easy or hard
Veileds are easier to breed than Panthers
-humidity
Both species need adequate humidity. The Veileds will suffer less if they don't get it.

Either one. My Veileds tend to run off more than the Panthers

before you buy the "cooler" one
You also have to remember that each individual chameleon is going to be different on some level or another. Some of my panthers are very, very, nice and some are real jerks. Also some days my veiled is very nice and some days he has a stick up his butt and is anything but nice. It's all luck of the draw...
I hate to muddy things up, but all chams are individuals. There are some patterns of course, but no guarantees as to personality. It is more likely that a veiled will be aggressive toward you but there are lots of exceptions. My first cham was a huge male veiled. He was always docile. Not all panthers are tolerant of handling. No cham is very tolerant compared to many other herps, so don't count on it very much. As for colorful each animal is so unique I wouldn't really try to classify them. My suggestion is to look at lots of pics and figure out which few pics you keep going back to over and over. Think about which pic you go to first. THAT is most likely the one you prefer.
Some of your questions just can't be answered easily. The differences in personality and behavior can be pretty subtle.
