There is no evidence to support the idea that keeping a reptile from hibernating is harmful if all the conditions are met for the normal metabolism of the animal.
Hibernation is a response to unfavorable conditions.
In other words if something is wrong (too dry, too hot, too cold...) nature has built in a mechanism to help the animal survive short periods of unfavorable conditions.
Some animals use these periods as ques for breeding.
Where most people run into trouble is when the winter hits and they don't pay attention. A drop in available light and temperature is suspected as ques for hibernation. If you can maintain this then there should not be a problem.
Let your tortoise tell you what it would like to do. If you maintain proper environmental conditions, the odds are it will not be inclined to hibernate. If it is inclined to hibernate, that's another can of worms.
