Dialup warning: 473kb; it's just the front cover and the abstract. I think I'll have to end up putting it online in MANY parts to ease the downloading pain!

Don't expect the completed paper for a few months--I'll be scanning it in page by page in my limited free time.

I have 46 pages scanned so far! I got all pumped up about it after my post so I stayed up late and worked on it. Only what--97 pages to go?

The only problem I can see is that Carnegie basically referred the matter to committe as far as granting permission to make the paper available online. They must be discussing how they can somehow profit from it (though nobody currently involved is making money from it). The original's out of print, and the paper is of benefit to the herp community, so I don't know what's taking them so long to simply OK the project.
