Could be for several reasons. The most common are dehyration stress or a small injury or irritation. This is a new cham, right? It is probably still getting over the stress of shipping and a new home. Spray the cage and foliage with hot water so the cham can clean its eyes and drink as often as it wants to. Don't handle or pester the cham unless absolutely necessary and make sure it has lots of foliage in the cage to hide itself for security. Check to see if it can see out of that eye. If you see any sticky mucous or dried stuff on the eyelid you should have a vet check the eye for injuries.
