Looks more like a typical bout of male rivalry fighting, but then, I am not familiar with N. melanoleuca mating behaviour. Can you confirm the sex of the participants?

They certainly aren't hooked up. Looks like the wrong end is entwined.

No, I can't confirm sexes. This is one pair out of a large group of recently confiscated animals and we haven't bothered sexing any of them (since we're not particularly interested in breeding them)
I'm not familiar with thier mating habbits either and they weren't hooked up when I was watching, but might have been before or after. They had different parts entwined at different times and sometimes almost the entire body. They did sometimes rub thier noses together, but I didn't see one trying to push the other down as you would see in male combat among O. Hannah. Actually it was more like they were both rubbing thier noses against the scren and sometimes ended up in the same place. It looked more like courtship than combat to me but I don't have experience with cobra beeding. Whatever they were up to, it was feeding day, and they forgot about it when I got to that side of the room with the mice. 
Maybe some of the other cobra fanatics can say what this looks like? (This pic is pretty typical of what was going on while I was watching.)
