I'm just about to buy a BD and i hear you can carry them around on your shoulder. Is there any chance he could jump off while im walking around the house or watching tv? If im next to a table ledge will he scurry on to it?

Yeah there's a very good chance. The older they get, generally the more mellow they are. Still, like any animal, when startled they instinct is to go run and hide. Be very careful about having them outside. In-doors is less of a concern, but you still don't want to have them in a situation where they can jump off of you and hit something that might hurt them.
I let my dragons explore around (inside) but its always supervised. If I take them outside they're in a carrier of some time or I'm holding them. Some of them like more than others.
It'll jump more often than not if it's startled.. give it a year or so of companionship and they'll usually just ride on your shoulder.
I've adopted 2 beardies so far
(an abused Sandfire male today, georgeous colors.. but a sorry state) even my female who I've had since october will still run away if she gets the chance but usually she'll remain calm for the most part. If you're getting a baby I don't recommend taking them outside their enclosure much and especially not outside, but if you have an adult or a juvie, if you plan to take them outside for an extended period of time like to perhaps a reptile show, society meeting, street fair.. turn off the basking light about 2hours before if they're jittery, cools them down enough so they can be presented and shown without chances they'll burst out of your grasp as they may do otherwise, Still remain careful.. they still have plenty of energy slightly cooled.. they just turn lazy
