Fruit flies/nats in substrate...

I have a problem with fruit flies or nats growing in my pacman substrate. I use Coconut fiber substrate and a undertank heat pad for heat and mist them and the tank twice daily. Is it to moist? Does anyone else have problems with these bugs?

I don't think you need to mist it twice a day. These animals are found on dry plains (at least a few of the common pet trade species) and keeping the tank too moist will only allow for more bacteria growth, flies and gnats breeding in the tank, and causing the frog to urinate/defecate in its substrate.
