well these little guys are about 1 1/2 weeks old. The yolk sac is gone. They are running around in their enclosure. I haven't seen them eat any of their tortoise food or water. When do they start? Also when should I start to soak them?

I've raised several Russian tortoise hatchlings, and in my experience it takes awhile before their appetites kick in. They might nibble a little bit, but they may not eat enough to gain weight for a couple weeks.
In the meantime, do soak them daily in water that just comes up to the chin.
Usually they will start eating within a couple days, although some do take a little longer.
I would definately soak them daily for about 15 minutes, but careful on the amount of water you put in a soaking dish. I make sure the water is right at the line where the carapace meets the plastron, giving them the opportunity to bend their head downward to drink. I would not risk putting anymore water than that in there.
Good luck.
