Can anyone tell me what phase/morph this one is?It does have a regenerated tail

d to take a stab at it I would say it was a hypo Carrot tail. Of course there are others here with more experience in picking the exact morph...but I like to try 
I'd say a Hypo Tang - it has fewer than 10 spots. But not a carrottail... Too many spots.
