All snakes have different growth rates and your snake is growing just fine. My cali king was about 16 1/2 inches when I got him in May and now is 29 inches long pushing 30 and is in a shed cycle. The thing grew FAST! I think a 5 gallon is a little to small for the size of your snake BTW and you should move up to a 10 but a 20L would be better.

22" and your still feeding pinkies? I usually have them on fuzzies and concidering hoppers by that size. I have 2 '03's at different lengths. One I bought at about a month old and she just measured in at 34.5" at 13 months, and the other I bought at around 7 months old and she just measured in at 21" at a little less than a year old. You can see how much it can vary from snake to snake.
