I have heard tell that the substrate of beardies in the wild is hard and firm packed, and beardies in captivity eat sand because it is so loose and shifty. If I had a hard packed soil/sand mixture, would it be baby safe?

Its possible that it will be safe and you'll have no problems, but as many on this board will tell you, why take the chance? Impaction is usually from two things (inappropriate substrate and inappropriate food--i.e. too many meals worms, too large of crickets for the beardie).
while the risk of particulate ingestion is reduced the risk of parasitic or bacterial infection is higher since it will be almost impossable to clean.
