Hard to say... if she can see other dragons or lizards they may be causing her to ovulate the eggs and bring them full term and lay.. but it could also just be genetics. I would cover the cage so she can't see any other lizard and see if that helps.
If that does not work I would put a male with her and breed her one time. Though process on that being maybe that would help her get over the breeding/egg laying phase and help her wean off that.
Be very cautious.. she'll need extra calcium and dustings and vitamins to keep her strength up and lots of UVB or natural sun. As much food also that's high in calcium and fatty foods like supers, butters, wax, and silkworms... more the better to help keep her energy up.
