First, General herpers are developing an ever increasing interest in turtles/tortoises.
Most long term tortoise keepers will understand this observation.
Second, herpers (lizard/snake people) have a propensity to stir it up.
Most folks will look through a forum to see if there is a similar question before asking a question.
I point this out because there are 3 different posts asking the same volitile question and I find this interesting.
Back to the question...
As a general rule, it is not a good idea to mix a lizard with a tortoise. There are a few exceptions.
In this particualr case I'd lay odds that the Sulcata would make a meal of the beardie.
