A rubbermaid makes a pretty good cage that's inexpensive and super easy to maintain. You could easily heat it with a regulated under tank heater. Cobra heat mats are supposed to operate at a temperature of no more than 100 degrees, which is perfect because by the time the heat travels through the plastic and the substrate, the basking or "hot spot" will be right at about 90-95.
The only real drawback would be the restricted view. Ten gallon tanks provide a better view and they don't cost much either, but they're heavy and a bit more difficult to keep clean.
I keep babies in a rack now, but I've raised carpets up to 3.5-4 feet long in a ten gallon tank with a screen top.
