I have a 9 month old female Russian Tortoise. For about 2 weeks now she has been excreting a milky white substance. I don't know what this is! Is it natural or is she sick? Help please!

Could you list the things you are feeding her and how often you soak her.
There are certain foods that cause an increase or concentration of urates (the white stuff).
Water intake also has an effect on the stuff. Better hydration (increase water intake) decreases the concentration of the urates.

Trying to keep the fun in Chelonian care
I am feeding her Romaine and leaf lettuce, Radicchio, Endive and every so often an apple wedge.
The ridiccio might be the culprate. Plants that are high in oxylates usually cause the excessive urates.
Just increase the soakings and cut back on the ridiccio (sp?) You might also consider trying to increase the variety in the diet. If you only have the one animal you can try the different packaged salads that are available.
I just found out not too long ago that Petsmart now carries Mazuri tortoise diet that is a good supplement to add to the diet. I feed it once or twice a week in addition to the greens.
Finally, to add that much more variety, look into the stuff you can find in you or you neighbors yard or around the neighborhood.
Hibiscus leaves/flowers, Dandelion greens/flowers, Rose leaves/flowers... to name a few things.

there might be poison on their yards 
I have two young torts. One doesn't do this but my other one did. I freaked out thinking something was wrong with her but I hear it is normal. She doesn't do this as much anymore...not sure why though. I soak them everyday for about ten minutes to make sure they won't get dehydrated. Good luck!
