It might be ok for one but it would be a little cramped for an adult mali. I'm getting a much bigger tank built to accomodate 2 adult malis. I would go with a bigger tank if you've got that option available to you.
You've seen pics of Ra and how big he is in his tank. The uro on the right is an adult female mali. When Ra becomes an adult, he will get even bigger than her, so you can imagine how much room a single adult would take up in a 40-gal tank.

I have an adult mali in a 40 gallon breeder tank and concur that quarters are a bit cramped. I am in the process of finding him larger quarters. However, depending on the age and size of your mali (and a lot of other growth factors), it might be a good starting point if you have one available for use. My uro is 6 years old, and around 13 inches long. So if you are getting a baby mali a 40 gallon breeder may be a good jumping off point. As anyone on here will tell you though, bigger is better.
