Well, for dimensions, probably nothing smaller than 6'x3'x2-3'. If I were you, I'd build an 8'x3'x3' cage for the tegu (since it's taller, basking platforms are a good idea, but a higher cage will make it easier to do maintainance, and easier to see your tegu if the cage is on the floor, you could do 2' tall), and an 8'x3'x2' for the red tails (assuming you're keeping them together). Building varies, but I think with the bigger cages, especially if you plan on stacking them, definately make them as strong as possible.
