hibernation in Western PA

Question about hibernation...we live in an area that gets quite a bit of snow. Our basement is heated and while there is an outside storage area under the ground it gets too cold there. The happy medium we are considering would be a window well that is down in the ground with one side leading into the basement. Would it be ok to hibernate the turtles there using dead leaves and moss as insualtion? There is an overhang over the window well and the turtles already go in there on the cooler days, it's filled with mulch now. They do bury down into the mulch with just their heads out. Would we need to build something more enclosed around them for the winter?

a lot of snow is not a bad thing. It helps insulate the ground so that it does not freeze as deep as it would if there was no snow.

So do you think the window well will work for them? I suppose we will build a cover for it also. Any thoughts on whether it should be insulated or not?
