Is this tail rot? Pic link included

See the color difference between his body and tail? He has had this on his tail for almost 2 months now and it has not come off. There dont seem to be any pictures of what tail rot looks like on any sites i have seen on the net. Where his skin has come off there are no spikes left. I took him to a vet and she gave me some antibacterial cream to put on this and the small patch of hard dried skin on his back but it doesnt seem to be doing anything. I am taking him back in 2 days to see if she can figure out what it is.

Yup, that could be tail rot. My Uro had a milder case, but what I was told to do was try to gently pry the dead skin off. It is most likely stuck on shed, and so should come off pretty easily. Never force it to come off, but do try to pry it off. Underneath the spikes will probably be less pointy, or probably completely gone. The bad news is that they will not grow back. The good news is that unless there are raw, red areas, you probably are not dealing with a super serious issue. The creme you were given would probably not be bad to use on the newly exposed skin, just as a precaution, since you have it. If there are open wounds from the tail rot you will probably need to be a bit more aggressive about fighting infection, etc.

To me looks like simply an unshed tail. Harmless in principle, but if not shed soon, it may result in Tail rot.
Put th eanimal into shallow likewarm water and after 40 minutes or so, try to remove the old skin with tweezers. Not easy but necessary.
In future take care that there always is some rsidual humidity in the sleeping burrow/box of the Uro.
