UV-B lighting and max efficiency range

Hi all, I am building a new cage to house an old tegu. My local Fish and Wildlife has imposed a Build it bigger condition on me and I will also be going to court soon over this whole dillema.

Anyway, my question is:
A short while back, I read somewhere that the max efficiency range for a UV-B Flourescent was 18". I built my cage at 6x3x3 and provided a place in the cage for them to get up and enjoy that max eff. range. Now I am being forced to build a cage 7lx3wx4h and need to find that documentation again to take with me to court. I will build the cage that they want me to, however, I plan to provide a shelved bottom to take out for inspection and then replace when they are done and create a hide out of the false bottom.

Has anyone seen the article that I am talking about or know of any credible articles that tell the max efficiency ranges on UV-B?

There is stuff listed here in all sorts of old postes that talk about the max efficiency of uvb lights. How ever if you are looking for something to take to court other than a bunch of tegu owners opinions I would try looking up something on the net about uvb lighting. There are studies that have been done by many university science deptartments you should have no trouble finding that to take in with you. Good luck to you

Not a new law. I believe the original post explains enough. Sorry to be vague on the situation, but there is a reason for it.
