Sulcatta won't eat

Ok guys I'm new to Torts but I have done all the reading and research and have been a reptile keeper/breeder for 10 years. I acquired a baby Sulcatta Tortoise at a reptile swap this last Saturday and I have yet to get him to eat. It seems like I have tried everything! Any ideas on what I can do? OR what could be wrong?

He is currently being kept in an aquarium until i get the Tort table build and he has a basking spot on one side of the tank.

Hot hot is the enclosure exactly? Is he active? Cruisin' around?

The enclosure is sitting at around 86 degrees on the warm side and he is pretty active, he cruises around the cage and moves pretty fast for a tort.

Well finally found something he would eat it is this green hay/grass mix soaked in water. But hey my little guy is eating so its all good.
