At what age does a bearded dragon's adult color start to come in?

There is no set time of color change/stage. The color can change in different ways, at any point in life.
I have seen screamers out of the egg turn dull. I have seen dull babies from the egg turn bright as can be. I have seen some hatch normal, gain color, & turn back to normal. And the other way around.

The base is genetics however there are many other factors involved. Here are a few,,,, diet, lighting, stress, temps, etc.

What I think is one of the most important factors is lighting. If you pack in the light (brightness) after the UVB needs have been met, you will see a difference in almost every dragon. If the temps will allow it, add another fluorescent strip. It can be a basic white light because it's for brightness purposes only. keep an eye on the temps though.

Give it a shot.
