Leopard Basking spot

Hi, I plan on getting a leopard tort and I just built a turtle table for him. I set up everything and the basking spot is between 84-88 degress, is that hot enough or should it closer to 90?Thanks

I always recommend a hot spot of 100 F or close to that.
