Maryland allows caimens, but not alligators or crocodiles.
You could keep one outside in the summer, and if you design the enclosure correctly, most of the winter as well. I've seen it done - a heavy plastic was used to cover the walk-in enclosure during the winter, and heat lights kept it pretty toasty most of the winter.
DO check individual county ordinances. I don't think caimens are legal in Montgomery County, but they are legal in PG County. Wether they are legal in Howard County depends on who is interpreting the law, although I have seen them sold in a pet show in Howard.

Louisiana does not allow the private ownership of alligators, however, there are no state laws pertaining to caimans or crocodiles. But, there are some local ordinances that prohibit their presence. ~Bill~ LGCHS
