I haven't seen any good websites dedicated to PTS. Rather a shame, as they are such fantastic animals.

As for starting a studbook - it's a great idea, but I think it would be a logistical failure. There are so many hobbyists out there with animals and a surprising number are attempting breeding. The challenge is making them all aware of a studbook and then getting them to submit data. The studbook keeper would also have to be someone who would be able to engender faith that he/she knew what they're doing.

There are currently some large-scale breeding operations (well, large-scale for PTS at least) in place. The American Zoo and Aquarium Association maintains a studbook for all animals held in zoos. And I believe that the Tewksbury Herpetological Institute and Walkabout Farms are working together on a breeding project and nutritional study. I imagine that they also keep careful track of breeding records.

It's a fine idea, and if someone responsible were to start a breeding database for hobbyists I'd submit my data. Are you volunteering?
