My female red eyed is been caught breeding with both my males. Is this normal, or is she jut hard to satisfy. I thought frogs did external fertilization also.

It's completly normal. As you probally know red eyed tree frog males before breeding compete for the females attention by going at one anouther to either push each other off a limb or etc. When one red eye wins over the attention of the female they will, if under the proper environments begin to breed. When breeding, the felmale will usally become very dehydrated from the process of breeding. So when she becomes dehydrated she will take a brake and usally go down to the water source in your setup to rehydrate. When she is finished with rehydrating she will return to the male, but sometimes the males will be competing again and this time the other male might win, which means she will be breeding with a different male this time. This does happpen from time to time, so it's nouthing to worry about.
