I have two anoles one I believe to be a male (sobe) is always green rarely brown. The other which I believe to be a female (marley) is mostly brown, only green when she's sleeping and she's also very lazy and very shy. Is that normal?

There could be several things possibly causing her to be unhappy. Parasites or illness like someone mentioned down below, stress from being in a new environment, or intimidation from the other anole. You'll be able to tell best if it's one of these or if it's just her being her. The best care sheet of all for green or brown anoles is the care sheet here on Kingsnake. If you haven't seen this one, I highly recommend checking it out - it might help you figure out what might be wrong with your little one.
BTW, good for you for making the effort to provide a good home for your new little buddies!!! So many people would just say "oh, well" and leave them in a critter keeper until they died.
